GOSHEN BOARD OF ASSESSORS
Regular Meeting- June 16, 2010
The June 16, 2010 Regular Meeting of the Goshen Board of Assessors was called to order at 4:05 p.m.
PRESENT:

READING OF MINUTES:
The minutes of the December 16, 2009 meeting were reviewed and approved.
REQUEST TO BE HEARD:
None.
ASSESSORS REPORT:
The final 2009 Grand List increase was 0.43% and there were no BAA adjustments. This is very flat due to the poor economy and lack of construction activity.
The Mill Rate was increased to 15.0.
The tax bills have been processed and are ready to mail.
Elderly Homeowner Tax Credit Applications have been processed and applied to the tax bills that are to be mailed by July 1. The Assessors Office must apply to the state for reimbursement of the Elderly Homeowner Tax Credit by July 1, 2010.
Local Option and Additional Veterans Applications are being received and processed and can be accepted until October 1.
Lucy Hussman attended the Revaluation Course at UCONN June 7-10, 2010.
The town had the opportunity to direct some grant money to implementing a GIS Mapping system. We sent out an RFP in April and received 11 excellent proposals. After considerable research and evaluation, New England GeoSystems was chosen to proceed with this project. They picked up our full scale paper maps June 8th to get them scanned and to begin the process. Several departments within the town are looking forward to utilizing this mapping system and building on it in the future.
Construction activity continues to be slow but there were 2 Certificates of Occupancy issued for new dwellings in May and a few more new dwellings are under construction.
BUDGET UPDATE:
The Budget Report dated 6/1/10 was reviewed and is projected to be under budget at the end of the fiscal year. We are currently at 70% with one month left in the fiscal year.
