MINUTES – Regular Meeting

PRESENT: Robert P. Valentine, H. John Krukar, Ronald F. Nodine
OTHERS: Allan Walker, Bill Goff (Vice President, Woodridge Lake Property Owner’s Association)
Bob Valentine called the meeting to order at 4:07 p.m.
IN A MOTION made by Ron Nodine, seconded by John Krukar, it was VOTED to approve the minutes of the January 15, 2008 Regular Meeting. Vote unanimous.
MATTERS ARISING OUT OF THE MINUTES: Bob Valentine met Jim Kozer (Litchfield Public Works Supervisor), Howard Joray (Goshen’s Public Works Supervisor), and Richard Calkins (Goshen’s Town Engineer), to discuss the proposed subdivision “School House Ridge.” The topic of discussion was primarily the 6 foot road width extension the developer is willing to give to the town of Goshen. The basic question is how Goshen would be able to utilize the additional road with it being located in the town of Litchfield.
Bob Valentine noted he has also been in contact with Town Attorney, Chip Roraback, regarding this matter.
IN A MOTION made by Robert P. Valentine, seconded by Ronald F. Nodine, it was VOTED to approve the warrant including payroll of January 24, 2008 in the amount of $48,329.73. Vote unanimous.

FIRST SELECTMAN’S REPORT:
Bob Valentine noted the meeting with the Woodridge Lake Property Owners Association Board of Directors, Trooper Roy Dungan and Sergeant Scott Harvey of Troop B CT State Police, held on Saturday, January 19, 2008 was very informative. Discussion ensued on the recent events in the Woodridge Lake area. The Officers were very informative as to the actual number of incidents and they informed the residents as much as possible on the investigations in progress.
Also discussed was what residents can do for themselves to avoid being the victim of a crime. In addition, to the information presented by Trooper Dungan, Bob Valentine directed residents to the Town of Goshen’s website and the October 2007 Town Topics for additional hints.
Bob Valentine noted he would like to invite back Officer Dungan and Sergeant Harvey to have the same informational meeting for all the residents of Goshen.
Discussion ensued with the Board of Selectmen with regards to the Resident Trooper program. Bob Valentine mentioned he had contacted several area 1st Selectman’s who currently have Residents Troopers and all thought the program was worth while and
worked well for their counties. Bob Valentine will ask to have a presentation of the
program in the near future. Bill Goff mentioned to the Board members, the Woodridge Lake Property Owners are in support of having a Resident Trooper.
Bob Valentine reviewed with the other members of the board the article he will be submitting for the next Town Topics, scheduled to come out in early February. The primary topic is the public safety issue.
Bob Valentine updated the other member of the Board on the status of Mr. Colby’s open invoices for Tyler Ridge, LLC. Payment for the invoices, totaling $7717.50, was received in the Fiscal Office along with a letter to the Board of Selectmen. The Board reviewed the letter and discussed a response and the appropriate amount to be released on the performance bond. Bob Valentine will compose a brief reply and return a portion of the bond.

NEW BUSINESS:
IN A MOTION made by Robert P. Valentine, seconded by Ronald F. Nodine, it was VOTED to add to the agenda, under New Business, #9 (b) Executive Session – Personnel issues. Vote unanimous.
Performance Evaluations(s) – 90 Day Review
The Board of Selectmen agreed to discuss this matter during Executive Session since it did involve a personnel issue.
IN A MOTION made by Robert P. Valentine, seconded by Ronald F. Nodine, it was VOTED to go into Executive Session at 5:39 p.m. to discuss (1) Performance Evaluation(s) – 90 Day Review. Vote unanimous.
IN A MOTION made by H. John Krukar, seconded by Ronald F. Nodine, it was VOTED to go out of Executive Session at 5:55 p.m. Vote unanimous. Following action taken.
IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to approve a $.50 increase in compensation for the Assistant Town Clerk based on the Employee Evaluation – 90 Day Review with an effective date of October 30, 2007. Vote unanimous.
ANY OTHER BUSINESS: None
IN A MOTION made by Ron Nodine, seconded by John Krukar, it was VOTED to adjourn the meeting. The meeting adjourned at 5:55 P.M.
