BOARD OF SELECTMEN

MINUTES – Regular Meeting

Town Hall Conference Room

February 5, 2008

 

PRESENT:  Robert P. Valentine, H. John Krukar, Ronald F. Nodine

OTHERS: Allan Walker, Bill Goff, John McKenna, Republican American, Donald Moore, George Schuster, Fred Dreger, Richard Bates, Peter Grusauskas, Alfred Schull, Lieutenant Scott Anderson,  Troop B,  Litchfield Resident Trooper Supervisor, Sergeant Greg Kenney, Officer Mark Laurentano, Salisbury Resident Trooper.   

 

Bob Valentine called the meeting to order at 4:10 p.m.

 

Bob Valentine started the meeting with a synopsis of this evening’s presentation of the Resident State Police Trooper program.  Bob Valentine introduced Lieutenant Anderson and handed the floor over to him for the presentation.

 

Lieutenant Anderson began with introducing Salisbury Resident Trooper Mark Laurentano and Sergeant Greg Kenny.  They thanked everyone for coming to tonight’s presentation.

 

Highlights of the presentation on the Resident Trooper program were:

                                            

·        Time dedicated to the Town with the exceptions of required state training and emergency assistance for another trooper

·        Working with the school systems and children

·        Aiding in grant applications for state funds

·        Becomes a familiar face within the community

·        Follow through on investigations

·        Working hours are flexible and at the needs of the community

 

After the video presentation, the Board of Selectman and the general audience had an opportunity for a question and answer session.  Much discussion ensued.

 

Some residents expressed some concern as to the actual working hours and the coverage by Troop B when the Resident State Trooper is not on duty, as well as the cost per year and overtime compensation.

 

John Poisson arrived at 4:47 p.m.

 

John McKenna left at 4:59 p.m.

 

Lieutenant Anderson, Sergeant Kenney and Trooper Laurentano thanked the Board of Selectmen for inviting them to speak.

 

The Board of Selectmen thanked the Troopers for their time and information.

 

Lieutenant Anderson, Trooper Laurentano and Sergeant Kenney left at 5:32 p.m.

 

Donald Moore, Fred Dreger, Richard Bates, George Schuster, Al Shull, Bill Goff and Peter Grusauskas left at 5:45

 

IN A MOTION made by Ron Nodine, seconded by John Krukar, it was VOTED to approve the minutes of the February 5, 2008 Regular Meeting as amended.  Vote unanimous.

 

The amendment is as follows:  Page two, paragraph four, should read:  “The Board of Selectmen is not in favor of spending approximately $27,000 for a design that has the potential to be rejected.”

 

MATTERS ARISING OUT OF THE MINUTES:  Bob Valentine reminded the other Board members of the Special Meeting of the Board of Selectmen on Thursday, February 7, 2008 at 10:30 a.m. in the Town Hall Conference Room.   Along with the Board members, Karl Acimovic, Engineer, Bill Colby, Developer, Howard Joray, Public Works Supervisor, and Wes Marsh, DEP Dam Safety are invited to discuss the proposed design for the Tyler Lake Dam. 

 

MATTER ARISING (continued):

 

The primary questions are whether the dam’s spillway really needs to be 55 feet wide as originally calculated and how this would affect the aesthetics relative to Tyler Ridge, LLC.

 

IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the warrant including payroll of February 7, 2008 in the amount of $27,951.92. Vote unanimous.

                       

PUBLIC COMMENT:  None

 

FIRST SELECTMAN’S REPORT:

 

Bob Valentine met with Goshen Center School Principal, Maggie Frasier, Tom Cordeau, Region 6 Facility Manager and Ed Drapp, Region 6, Business Manager on Friday, February 14, 2008 to discuss the Goshen Center School Security Assessment.        

 

Bob attended the Connecticut Council of Small Towns (COST) Annual meeting on Wednesday, January 30, 2008. 

 

Bob has scheduled a Town Forum for February 18, 2008 at the Goshen Center School Cafeteria at 8:00 p.m. The hope of this forum is to educate Goshen residents of the Board of Selectmen’s findings regarding a Resident Trooper. In addition, allow residents to ask questions or voice their concerns. he Resident Trooper Program along with answering any questions they may have.

 

Bob mentioned an e-mail he received from Christine Puglio, Recycling Coordinator.  Christine Puglio attended a RAC Meeting last week.  She noted new DEP regulations (that come from a law passed by the General Assembly) for the disposal/recycling of e-waste.   Bob Valentine noted this is an action item for the Recycling and Trash Committee (RAT).  The RAT members are expected to meet next Wednesday

OLD BUSINESS:  

 

IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to add to the agenda under Old Business, (a) Discussion on the land behind the Goshen Fire house. Vote unanimous.

 

Bob noted he will have Chip Roraback, Town Council, draft the deed for the parcel of land located behind the firehouse for the purchase amount of $5000.

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to accept the bids and forward them to Howard Joray, Public Works Supervisor for review and recommendation.  Vote unanimous.

 

ANY OTHER BUSINESS:  

 

IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to add to the agenda, under Any Other Business (a) Executive Session – Possible Litigation, Vote unanimous.

 

IN A MOTION made by Robert P. Valentine, seconded by Ronald F. Nodine it was VOTED to go into Executive Session at 6:15 to discuss Possible Litigation.  Vote unanimous.

 

IN A MOTION made by Ronald Nodine, seconded by H. John Krukar it was VOTED to go out of Executive Session at 6:37 p.m. Vote unanimous.  No action taken.

 

IN A MOTION made by Ron Nodine, seconded by John Krukar, it was VOTED to adjourn the meeting.  The meeting adjourned at 6:38 p.m.
