MINUTES – Regular Meeting

Bob Valentine called the meeting to order at 4:10 p.m.
IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to approve the minutes of the February 26, 2008 Regular Meeting. Vote unanimous.
MATTERS ARISING OUT OF THE MINUTES: None
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the warrant including payroll of February 28, 2008 in the amount of $39,050.64. Vote unanimous.

FIRST SELECTMEN'S REPORT:
Bob Valentine quickly reviewed last week’s discussion on the level of salt material needed in reserve for anticipated winter storms. Bob noted that the additional 125 +/- tons of material Howard Joray (Public Works Supervisor) ordered last week had not been delivered. Howard contacted the supplier to inquire about the delivery and was informed that the Town of Goshen would not be receiving any more deliveries because we’ve exceeded our original predicted numbers. Bob realized that with the upcoming storms, there wasn’t enough salt in the barn. He made some inquiries and found a distributor in New Haven who would sell us salt at a premium, if we picked it up ourselves. Therefore, it was necessary for the Town to hire two contractors (with three tri-axle trucks) to go to New Haven and pick up and
deliver the salt. In the meantime, Bob continues to have conversation with the supplier to straighten out this issue. He also intends to raise the issue of the supplier not honoring our contract with Roberta Willis and Andrew Roraback, our local legislators.
Bob Valentine met with Jeff Johnson, Library Board of Directors, to review the Library’s budget for fiscal year 2008-2009. There were no unusual increases or decreases in the current line items. However, the Library Board has added a new line item for an additional staff member (Children’s Coordinator Assistant) for 10 hours per week. The Board of Selectmen discussed the request and is considering only approving a portion of the additional hours. More discussion is needed between Bob Valentine and the Library Board of Directors. This budget is scheduled to be presented to the Board of Finance on March 26.
FIRST SELECTMEN'S REPORT (continued):
Bob received a letter from CRRA regarding an increase in tipping fees from $69 to $72 per ton for FY 2008-2009. Bob noted that as a result of a recent lawsuit, the current tipping fee is $60.96 per ton, not $69. This raises the question of what the CRRA Board of Director’s motive is and whether they’re aware of their current legal situation. The BOS agreed to more actively join other towns in the class action lawsuit against CRRA to help combat the unjust tipping fees.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to actively work with Attorney David Golub of Silver, Golub and Teitell (Council for the Class action, Town of New Hartford vs CRRA) in combating the proposed tipping fees for fiscal year 2008-2009. Vote unanimous.
Bob listed the budgets that will be presented to the Board of Finance on March 26, 2008. They are as follows:

· Professional Service
· Rescue
Bob said he will ask the Board of Finance to consider an additional $19,000 for the Waste Removal budget at the next BOF meeting in case CRRA’s proposed tipping fee increase is actually approved.
Bob informed the BOS of an issue he needs to address with Marty Connor, Town Planner and Enforcement Officer, in regards to the School House Ridge subdivision off Hemlock Hill Road. Marty is not only Goshen’s Town Planner, but he’s also the planner for the School House Ridge developer. The Board of Selectmen considers this a conflict of interest. Therefore, Bob Valentine will inform Marty Connor, that in the future Marty Connor will refrain from working for the private sector in any town abutting Goshen if he intends to be Goshen’s Town Planner. Also Bob Valentine will find a Land Planner to work with the Goshen’s Planning & Zoning and the Board of Selectmen on the proposed subdivision.
Bob Valentine, Howard Joray (Public Works Supervisor), and Richard Calkins (Town Engineer) are scheduled to meet on Thursday, March 6 to review the design plans for this proposed subdivision.

NEW BUSINESS:
Sexton Job Description
The Board of Selectmen briefly reviewed the Sexton job description. The BOS agreed some changes need to be made. The review and comments will be discussed at next week’s meeting.
Petty Cash Request – Land Use Department
Marty Connor, Enforcement Officer, requested the establishment of a petty cash fund for the Inland Wetlands Commission, Planning and Zoning and Zoning Board of Appeals departments. Marty also noted he will act as the custodian of these funds.
IN A MOTION made by H. John Krukar, seconded by Ronald F. Nodine it was VOTED to approve the request from Marty Connor, Enforcement Officer, to establish a petty cash fund in the amount of $200. Vote unanimous.

Tax Collector Report – February 29, 2008
The Board of Selectmen reviewed the February 29, 2008 Tax Collectors Report submitted by Launa Goslee, Tax Collector.
IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to receive the Tax Collectors Report – February 29, 2008
IN A MOTION made by Ron Nodine, seconded by John Krukar, it was VOTED to adjourn the meeting. The meeting adjourned at 5:45 p.m.
