Bob Valentine called the meeting to order at 4:10 p.m.
IN A MOTION made by H. John Krukar, seconded by Ronald F. Nodine it was VOTED to approve the minutes of the March 4, 2008 Regular Meeting. Vote unanimous.
MATTERS ARISING OUT OF THE MINUTES: None
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the warrant including payroll of March 13, 2008 in the amount of $46,052.43. Vote unanimous.
PUBLIC COMMENT: Marilyn Schneider, a resident who lives on Blackland Road in north Goshen, expressed her concern for the problems with Hageman Shean Road during inclement weather and the winter months. Much discussion ensued between the Board of Selectmen and Mrs. Schneider on this matter. Bob Valentine and Howard Joray (Public Works Supervisor) are currently evaluating and prioritizing all the dirt roads and the need for repair or paving.
Marilyn Schneider thanked the Board of Selectmen.

Allan Walker (Chairman, Board of Finance) expressed his concern with the proposed budget increase of 10.6% for the Town of Goshen put forward by Regional School District No. 6.
FIRST SELECTMAN'S REPORT:
Bob Valentine reviewed the time line scheduled during the Board of Selectmen’s Special Meeting on February 7, 2008 regarding the Tyler Lake Dam design. According to the schedule, Karl Acimovic (Engineer) was to have the refined calculations completed by March 7, 2008. Bob Valentine noted he has not heard from Karl Acimovic so he placed a call to his office today.
Bob informed the other members of the Board of the extensive conference call he conducted earlier today with American Rock Salt and Susan Thomas, Department of Administrative Services, State of Connecticut. Bob Valentine hoped to have American Rock Salt reimburse the town for the additional trucking expenses that was incurred because of the salt material not being available as required by State contract.
Bob distributed a copy of the Grand List to the other members of the Board. This list is prior to the Board of Assessment Appeals hearings.
Bob updated the BOS on his conversation with Marty Connor (Town Planner and Enforcement Officer) in regards to the School House Ridge subdivision. Marty is not only Goshen’s Town Planner, but he’s also the planner for the School House Ridge developer. Marty told Bob he would like to remain working for the public sector and in the future he will refrain from working for the private sector in any town abutting Goshen. Bob noted he contacted Chris Wood to act as Goshen’s Town Planner with respect to the said subdivision.
CORRESPONDENCE: A letter was received from John Morris (Chairman, Republican Town Committee) requesting the use of the Town Hall Conference Room on Monday, March 31, 2008 from 7:00 p.m. to 10:00 p.m.
IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to approve the request from John Morris (Chairman, Republican Town Committee) for the use of the Town Hall Conference Room on Monday, March 31, 2008 from 7:00 p.m. to 10:00 p.m. Vote unanimous.

The Board of Selectmen noted all the proper paperwork was included with all four bids.
IN A MOTION made by Ronald F. Nodine, seconded by Robert P. Valentine it was VOTED to forward the cemetery bids to Howard Joray, Public Works Supervisor, for review and recommendation. Vote unanimous.
ANY OTHER BUSINESS:
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to add to the agenda under Any Other Business (a) Executive Session – Possible Litigation. Vote unanimous.
Executive Session – Possible Litigation
IN A MOTION made by Robert P. Valentine, seconded by Ronald F. Nodine it was VOTED to go into Executive Session at 5:50 p.m. to discuss Possible Litigation. Vote unanimous.
All in attendance were invited to attend.
IN A MOTION made by Ronald Nodine, seconded by H. John Krukar it was VOTED to go out of Executive Session at 6:03 p.m. Vote unanimous. No action taken.
IN A MOTION made by Ron Nodine, seconded by John Krukar, it was VOTED to adjourn the meeting. The meeting adjourned at 6:04 p.m.
