MINUTES – Regular Meeting

EXCUSED: Ronald F. Nodine
OTHERS: William Colby (Tyler Ridge, LLC developer), Hugh Allen and Mary Romano (Board of Education members)
Bob Valentine called the meeting to order at 4:03 p.m.
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine it was VOTED to approve the minutes of the March 25, 2008 Regular Meeting. Vote unanimous.
MATTERS ARISING OUT OF THE MINUTES: None
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the minutes of the March 19,2008 Special Meeting. Vote unanimous.
MATTERS ARISING OUT OF THE MINUTES: None
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the warrant including payroll of March 20, 2008 in the amount of
$22, 773.65. Vote unanimous.
PUBLIC COMMENT: Much discussion ensued between the Board of Education and the Board of Selectmen in regards to the proposed Region School No. 6 budget. Both parties agree the budget should be reviewed a little more closely to find alternative methods for cost savings.
The Board of Selectmen thanked Hugh Allen and Mary Romano for coming to this evening’s meeting.
Hugh Allen and Mary Romano left at 4:41 p.m.
The Board of Selectmen agreed to defer from the regular order of business and move to Old Business #8.
Tyler Lake Dam Review
Bill Colby noted the construction site has been staked out as planned. Bill said he will grant an easement allowing for construction and maintenance as long as he can continue to have passive rights. He also asked the BOS to allow him the right for plantings to obstruct any unpleasant views from the Tyler Ridge recreational area, with the understanding they would meet DEP requirements. The BOS agreed.
The BOS and Bill Colby agreed the next step would be to have Karl Acimovic and Ron McCarthy create an overlay map for Bill to review. Bob Valentine noted he will contact Karl within the next few days.
The BOS thanked Bill Colby for attending this evening’s meeting.

Special Events Permit – Goshen Stampede
The Board of Selectmen reviewed the application and found the application to be complete and thorough.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the Special Events Permit Application – Goshen Stampede.
Vote unanimous.
Sean O’Neil left at 5:05 p.m.
FIRST SELECTMAN'S REPORT
Bob Valentine noted the training session for Connect-CTY on Wednesday, March 26, 2008 went well. The official kick-off is anticipated for Monday, April 7, 2008. Bob will keep the Board members informed as progress continues.
The Town of Goshen was approved for a $400,000 STEAP Grant to help offset the cost of the Tyler Lake Dam repair/replacement.
The BOS took a moment to pay their respects to Primo Gugnoni, who recently passed away. Primo was a long time resident of Goshen, as well a member of the Planning and Zoning committee.
Bob Valentine attended an Ethics Task Force meeting on March 28, 2008. He then handed out information to the other Board members to review and have further discussion at a later date. The information distributed was:
· Code of Ethics of the Town of Wilton
· The Connecticut Association of Zoning Enforcement Officials Code of Ethics
· American Institute of Certified Planners Code of Ethics and Professional Conduct
The BOS received an invitation from the Goshen Players for a party following a performance on June 7, 2008.
Bob Valentine met with Town Counsel today to review regulations and laws regarding the proposed subdivision School House Ridge, which is in Litchfield but will utilize Hemlock Hill Road in Goshen for access.
Bob Valentine noted that at the Board of Finance Meeting on March 28, 2008, the Board of Finance, after an initial reluctance, but acting on the recommendation from the Board of Selectmen, voted to bring to referendum on May 6, 2008, the question allowing for an appropriation of $95,000 to hire a Resident State Trooper.
Bob Valentine noted Zoning Board of Appeals members terms are set to expire on April 23, 2008. They are Gail Lavoie, James Johnson, and Bernard Harrington. Bob will contact these members to be sure they wish to remain members.
