BOARD OF SELECTMEN
MINUTES – Regular Meeting

PRESENT: Robert P. Valentine, H. John Krukar

Bob Valentine called the meeting to order at 4:10 p.m.
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine it was VOTED to approve the minutes of the April 8, 2008 Regular Meeting. Vote unanimous.
MATTERS ARISING OUT OF THE MINUTES: Richard Calkins (Town Engineer) and Chris Wood (Town Planner) will voice the Town of Goshen’s concerns with regards to the proposed subdivision, School House Ridge, at the Litchfield’s Planning and Zoning meeting on April 21, 2008.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the warrant including payroll of April 17, 2008 in the amount of
$31,423.55. Vote unanimous.
PUBLIC COMMENT: None
FIRST SELECTMAN’S REPORT:
Bob Valentine received comments from Karl Acimovich (Town Dam Engineer) regarding the Tyler Lake Dam project. Karl will discuss with Wes Marsh (DEP Dam Safety) the guidelines for the removal of any vegetation within the limits of the proposed contours for the new embankments.
Bob Valentine met with Ed Webber, Gorman Group, to discuss the chip sealing performed by Gorman last year on Goshen’s roads. Some of the chip sealing did not adhere properly in which created piles of loose stone beside the road and onto residents lawns. The Gorman Group has verbally agreed to correct the problem areas along with sweeping up the loose stone.
Ronald Nodine arrived at 4:26 p.m.
Bob Valentine noted that winter snow removal is approximately $100,000 over budget to date. Bob will discuss and try to resolve this with the Board of Finance at their next meeting
Bob Valentine asked John Krukar if he’d spoken to Ronnie Lockwood of the Goshen Garden Club. Ronnie will be presenting a program at the Goshen Public Library on composting and wanted to know if Goshen would be getting any compost bins to sell to interested citizens. Goshen has reserved 8 bins from the NWCCOG, which is all they had remaining from their recent purchase. The bins will be stored at Public Works.

Bob Valentine noted the Town should expect delivery of the new Public Works Vehicle within the next week.
CORRESPONDENCE: A letter was received from John Morris (Chairman, Republican Town Committee) requesting the use of the Town Hall Conference Room on May 15, 2008, from 6:00 p.m. to 7:30 p.m. and on May 20, 2008 from 7:00 p.m. to 9:30 p.m.
IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to approve the request from John Morris (Chairman, Republican Town Committee) to use the Town Hall Conference Room on May 15, 2008 from 6:00p.m. to 7:30p.m. and May 20, 2008 from 7:00 p.m. to 9:30 p.m. Vote unanimous.
Bob Valentine noted that the passing of Primo Gugnoni opens an Alternate position on the Planning and Zoning Commission. Bob asked the BOS to please think of potential candidates.
OLD BUSINESS:
Appointments – Zoning Board of Appeals
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to reappoint Bernard C. Harrington to the Zoning Board of Appeals, as an alternate for a term of two years beginning April 24, 2008 through April 23, 2010. Vote unanimous.
IN A MOTION made by H. John Krukar, second by Ronald F. Nodine it was VOTED to reappoint Gail Lavoie to the Zoning Board of Appeals for a term of two years beginning April 24, 2008 through April 23, 2010. Vote unanimous.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to
reappoint James F. Johnson IV to the Zoning Board of Appeals, for a term of two years beginning April 24, 2008 through April 23, 2010. Vote unanimous.

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to forward the Roadside Mowing Bids to Howard Joray (Public Works Supervisor) for review and recommendation. Vote unanimous.
Discussion – Ethics
After much discussion, the BOS agreed that, prior to adopting an Ethics Code for the Town Planner, a meeting with the Chairman, Inland Wetlands Commission, the Chairman, Planning and Zoning and the Town Planner should occur first.
The BOS is considering forming an Ethics Committee (3 member board) to recommend an Ethics Code for all Town Employees, Elected Officials and Contractors.
ANY OTHER BUSINESS:
IN A MOTION made by Robert P. Valentine, seconded by Ronald F. Nodine , it was VOTED to add to the agenda under Any Other Business (a) – Town of Goshen – DiMeo Discussion. Vote unanimous.
Discussion – Town of Goshen – DiMeo
The Board of Selectmen discussed the recent happenings as it relates to the 999 year lease on 98 acres of property on East Street North that Mr, DiMeo owns and interest in.
Bob Valentine received a request from Robert DiMeo, via Attorney Louis Martocchio, proposing to convey approximately 35 acres of said land, with no use restrictions, to the Town of Goshen in turn, the Town of Goshen will Quit Claim any interest it may have in the balance of the said property.
The BOS did not feel comfortable bringing to the towns people anything less than 45 acres deeded to the Town in return from a Quit Claim of the Town’s interest.
IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to decline the offer of the 35 acres proposed by Robert DiMeo and to request 45 acres of said property for the Town of Goshen. Vote unanimous.
Bob Valentine will try to contact Robert DiMeo and personally invite him to attend a Board of Selectmen’s meeting.
