BOARD OF SELECTMEN

MINUTES – Regular Meeting

Town Hall Conference Room

May 6, 2008

 

 

PRESENT:  Robert P. Valentine, H. John Krukar, Ronald F. Nodine
OTHERS: Allan Walker

 

Bob Valentine called the meeting to order at 4:07 p.m.
 

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar  it was VOTED to approve the minutes of the April 29, 2008 Regular Meeting. Vote unanimous.

 

MATTERS ARISING OUT OF THE MINUTES:  The new Public Works truck was returned to New England Truck on Monday to finish the few punch list items that needed to be fixed. In addition, there is a tear in the lid cover due to the side tilt bed being mounted too close.  This will also be repaired.      

 
Bob Valentine noted that at Litchfield’s Planning & Zoning meeting on April 21, 2008, the committee requested the developer of the School House Ridge Subdivision to work with the Town of Goshen before proceeding with work on Hemlock Hill Road.  Bob has not yet heard from the developer.
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to approve the warrant including payroll of May 8, 2008 in the amount of

$1,027,694.44.  Vote unanimous.
 
PUBLIC COMMENT:   None

 

FIRST SELECTMAN’S REPORT:

 

The BOS reviewed the proposed 2008-2009 budget reports that will be presented at the May 14, 2008 hearing at 7:30 p.m. in the Goshen Center School Cafeteria.

 

Bob Valentine noted the Public Works crew continues to work on Eli Bunker Road.  The plan is still to have it completed within the next few weeks.
 

The Public Works crew started grading dirt roads this week. 

 

 Bob stated that Howard Joray (Public Works Supervisor) has extended his last day for employment to May 16, 2008.

 

Bob spoke with a representative from Department of Environmental Protection (DEP)  and Hank Olszewski to help in facilitating the STEAP Grant application for the Tyler Lake Dam project.  Bob Valentine noted the STEAP Grant paperwork is anticipated to reach his office within the next few days.

 

The BOS reviewed a memo drafted by attorney Perley Grimes of Cramer and Anderson, LLC regarding the construction area proposal for the Tyler Lake Dam.

The BOS does not foresee any “deal breakers” within said memo. 

  
The Torrington Lions Club has had recent conversation with Bob Valentine with regards to reestablishing a Lions Club in Goshen.   The BOS will invite them to a Selectmen’s meeting to explain the process for reestablishment.

 

By invitation, CONN OSHA inspected the Public Works, Camp Cochipianne, Fire House and Town Hall on April 30, 2008.  Bob Valentine noted there were a few items in each department that will need to be addressed, but overall the Town did very well.

 

The BOS has been successful in recruiting three members to serve on an Ethics Committee.  They are Henrietta Horvay, Eric Chadwick and Ed Wright.  The BOS will invite them to the May 27, 2008 Selectmen’s Meeting.

 

Bob Valentine noted the closing for the land behind the Fire House took place on Friday, May 2, 2008.

OLD BUSINESS:

 

Façade Improvement Application – Tywood Association
 

Rhonda Gelormino noted after reviewing the application she found it to be complete.  She also noted the applicant was unsuccessful in obtaining a third quote from a contractor.  However, one contractor submitted two different quotes using two different asphalt suppliers.  Tywood Associates has submitted an application for pavement of the parking lot.  The bids are as follows:
                                    J Fragale & Sons      $ 82,759.50

                                    Stone Construction   $112,671.00

                                    Stone Construction   $ 99.983.00

 

IN A MOTION made by Robert P. Valentine, seconded by Rhonda Gelormino, it was VOTED to receive the Façade Improvement Application from Tywood Associates and forward it to the Region Façade Improvement Committee for consideration.  Vote unanimous.

 

The BOS deferred from the original order of business and moved to New Business.

 

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to add to the agenda under New Business,  #9 (a) – Tax Collectors Report – April 30, 2008.  Vote unanimous.

 

IN A MOTION made by H. John Krukar seconded by Robert P. Valentine it was VOTED to add to the agenda under New Business, #9 (b)  - 90 day Performance Review  –Selectmen’s Clerk.  Vote unanimous.

 

NEW BUSINESS:

 

                                    Tax Collectors Report – April 30, 2008

 

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to receive the Tax Collectors report – April 30, 2008. Vote unanimous.

 

                                    90 Day Performance Review. – Selectmen’s Clerk

 

IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine it was VOTED to approve the $.50 per hour rate increase for the Selectmen’s Clerk compensation and to be effective on May 5, 2008.  Vote unanimous.

 

OLD BUSINESS:                                         

                                                            Executive Session

Personnel - Review of Job Applications – Public Works Supervisor
 
IN A MOTION made by Ronald F. Nodine, seconded by Robert P. Valentine, it was VOTED to go into Executive Session at 5:15 p.m. for Review of Job Applications - Public Works Supervisor.  Vote unanimous.

 

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar, it was VOTED to go out of Executive Session at 5:41 p.m.  No action taken.  The first interviews will be held tomorrow, May 7, starting at 4:30 p.m.

 

ANY OTHER BUSINESS: None

 

IN A MOTION made by Ronald F. Nodine, seconded by H. John Krukar it was VOTED to adjourn the meeting.  The meeting adjourned at 5:42 p.m.
