Robert P. Valentine called the meeting to order at 4:05 p.m.
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to approve the minutes of the April 6, 2010 Regular Meeting. Vote unanimous.
MATTERS ARISING out of the minutes: John Krukar inquired if a response has been returned to the resident who expressed her displeasure with a Town Employee? Bob Valentine noted he has not responded as of today. However, he anticipates responding by the end of this week. Bob Valentine noted he gave the employee the opportunity to respond to the BOS before a response to the resident.
Bob Valentine reported he signed a contract with Dime Oil.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to approve the warrant including the payroll of April 15, 2010 in the amount of $31,731.00. Vote unanimous.

FIRST SELECTMAN’S REPORT:
Bob Valentine reported he was involved in a conference call with Senator Andrew Roraback and Ms. Sandra Barrachina (Field Supervisor, Department of Labor) on Wednesday, April 7, 2010 to discuss the prevailing wage laws and definitions. Bob also attended a meeting at the Department of Labor Building in Wethersfield earlier today to state the Town of Goshen’s position with regards to the Tyler Lake Dam project and how it relates to the prevailing wage laws. Bob Valentine should receive a formal letter stating the Department of Labor’s position in the near future.
Bob Valentine has had recent conversation with Bart Russell (Council of Small Towns (COST)) with the hope to have support from COST on this prevailing wage issue. Mr. Russell will need to discuss this matter with his Board of Directors. Bob Valentine will keep the other members of the Board informed of the outcome as he receives the information.
Bob Valentine updated the other members of the board with some happenings from the Public Works Department. They are as follows:
Richard Calkins, Town Engineer, is constructing prints for the Marshapaug Road and West Hyerdale project so it can go out to bid late spring or early summer. The roads will need to have basin and culvert work done.

FIRST SELECTMAN’S REPORT (Continued):
Ed Perry (Public Works Supervisor) solicited proposals for the preparation work that will need to be completed before Chip Sealing and Microsurfacing can start on East Street North. Bob Valentine noted Fragale & Sons Paving has been contracted to do the work.
Bob Valentine reported the salt shed damage has been fixed. Proper drainage has been installed. This will help to keep any further damage from occurring.
Bob Valentine would like it noted a follow up bid for the Spring and Fall Clean up for the Town Hall and Public Works Department was mailed to bidders. This part of the original bid was inadvertently omitted from the original bid. Bids received were:

Opening Statement of Contractor Qualifications for the Tyler Lake Dam
The Board of Selectmen opened the Statement of Contractor Qualifications as follows:
1. 1 - O & G Industries. A letter was received, but the paperwork was incomplete. Bob Valentine will contact a representative of the company to request the remaining necessary paperwork.
2. LR Enterprise
3. Machnik – A letter was received stating the company thanking the Town for the opportunity, however they will not be submitting a bid for this project.
4. Loureiro Construction Co. Inc. (LCI)
5. D & V Morin Construction
6. D’Amato Construction Company
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to receive the Statement of Contractor Qualifications from the companies listed above. Vote unanimous.

The Board of Selectmen have a special meeting scheduled for Wednesday, April 14, 2010 with Karl Acimovic (Town Dam Engineer) and Ed Perry (Public Works Supervisor) to review and evaluate the Statement of Qualifications received.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to add to the agenda, under New Business (b) Camp Cochipianee Lawn Mowing & Trimming Bids. Vote unanimous.
The process by which the bid package was advertised was by 1) letters to 10 potential bidders and 2) published on the Town of Goshen’s website. Only two bids were received.
The Board of Selectmen opened and read the bid amounts. They are as follows:

IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to receive the bids and forward them to the Recreation Commission for review and recommendation. Vote unanimous.
ANY OTHER BUSINESS:
Tom Breakell discussed an issue that was brought to his attention. A resident’s dog has stirred up some problems with the neighbors. Bob Valentine noted he has also been informed of this animal and has spoken with the Animal Control Officer as well as the State Police.
IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to adjourn the meeting. Vote unanimous. The meeting adjourned at 5:37 p.m.
