OTHERS: Allan Walker, Ed Perry (Public Works Supervisor), Peter King (President, Dosch King), Lucy Hussman (Assessor).
Robert P. Valentine called the meeting to order at 4:04 p.m.
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to approve the minutes of the April 20, 2010 Regular Meeting as amended. Vote unanimous.
The amendment is as follows: Page two, Matters Arising out of the Minutes, first sentence should read: “ John Krukar inquired if any action has been taken with regards to the resident’s dog that has created some problems with neighbors.
MATTERS ARISING out of the minutes: The next edition of the Town Topics is anticipated to reach resident’s mail boxes by Thursday, April 29, 2010.
Lucy Hussman noted she received eleven RFP’s for the GIS Mapping system. Lucy summarized the process which she used to determine three finalists who would best be able to provide the Town with an appropriate GIS Mapping system. Much discussion ensued.
Lucy Hussman left at 4:26 p.m.
The Board of Selectmen also noted they continue to review the prospective bidders for the Tyler Lake Dam project. A mandatory pre-bid meeting will be held. A date has not been set.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to approve the warrant including the payroll of April 29, 2010 in the amount of $1,169,763.11. Vote unanimous.
Include in this week’s payroll and warrant is a 1/6th yearly payment to Regional School District No 6 in the amount of $1,133,764. This number reflects a $6,264 decrease. The Board of Education, Business Manager and the Superintendent of Schools were able to find savings to pass to each municipality, who were refunded their proportionate share.
PUBLIC COMMENT: David King (President, Dosch King) took a moment to introduce himself and proceeded with a little background on his company. Dosch King is currently the low bidder for the Chip Seal program, but Goshen has some reservations because of past performance. Mr. King would like to reintroduce his company to Goshen. He noted his company has not preformed any work within the Town for many years and appreciates the skepticism the Board members may have.
He welcomed any comments and is willing to answer any questions the Board members may have.

FIRST SELECTMAN’S REPORT:
Bob Valentine noted the final budgets will be presented to the Board of Finance on Wednesday, April 28, 2010.

On Thursday, April 22, 2010, bids were opened for the East Street North/East Goshen Road paving project. At this time no contractor has been awarded the bid. Bob Valentine noted Rick Lynn (Planning Director, Litchfield Hills County Elected Officials (LHCEO)) will return to the office on Monday, May 3, 2010. They will review the submitted bids at that time.
Bob Valentine will attend a COST meeting in Hartford on Wednesday, April 28, 2010.
CORRESPONDENCE: The Board of Selectmen received a letter from Edward Bixler (Chairman, Democratic Town Committee) requesting the use of the Town Hall Conference Room on Tuesday, May 18, 2010 from 7:00 to 10:00 p.m.
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to approve the request from Edward Bixler (Chairman, Democratic Town Committee) requesting the use of the Town Hall Conference Room on Tuesday, May 18, 2010 from 7:00-10:00 p.m. Vote unanimous.
A letter was received from Timothy Hiliker (Extension Chair, Connecticut Lions District 23B) requesting the use of the Town Hall Conference Room on Wednesday, May 12, 2010 from 6:30 to 7:30 p.m. for an organizational meeting. Bob Valentine explained that Goshen used to have a Lions Club and the purpose of this meeting is to look at the possibility of starting a new Goshen Lions Club.
IN A MOTION made by Thomas A. Breakell, seconded by Robert P. Valentine, it was VOTED to approve the request from Timothy Hiliker (Extension Chair, Connecticut Lions District 23B) requesting the use of the Town Hall Conference room on Wednesday, May 12, 2010 from 6:30 to 7:30 p.m. for an organizational meeting. Vote unanimous.

OLD BUSINESS:
Recommendation – Crack Sealing Bid
Ed Perry (Public Works Supervisor) verbally made the recommendation not to award the Crack Sealing program to the lowest bidder and award the next lowest bidder, Connecticut Sealcoating. The low bidder lacked credibility and had no Connecticut references.
IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to approve the verbal recommendation from Ed Perry (Public Works Supervisor) and award the Crack Sealing program to Connecticut Sealcoating. Vote unanimous.
Recommendation – Chip Sealing Bid
After much discussion among the Board of Selectmen and Ed Perry (Public Works Supervisor) it was decided to table the recommendation for the Chip Sealing project until the May 4, 2010 BOS Meeting.
Recommendation – Lawn Mowing & Trimming – Camp Cochipianee
A letter received from the Recreation Commission reads as follows: “After careful review of the bids submitted for the Camp Cochipianee Lawn Mowing & Trimming, the Recreation Commission voted on April 20, 2010 to recommend awarding the bid to Hunter’s Lawn Care, LLC”. Hunter’s Lawn Care, LLC was the lowest responsible bidder.
IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar it was VOTED to accept the recommendation from the Recreation Department to award Hunter’s Lawn Care, LLC the bid for Lawn Mowing & Trimming at Camp Cochipianee. Vote unanimous.

IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to adjourn the meeting. Vote unanimous. The meeting adjourned at 6:05 p.m.
