Robert P. Valentine called the meeting to order at 4:06 p.m.
 
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine, it was VOTED to approve the minutes of the May 4, 2010 Regular Meeting as amended.  Robert P. Valentine and H. John Krukar voted for the motion.  Thomas A. Breakell abstained.
 
The amendments are as follows:  Page one, Thomas A. Breakell should be noted as Excused for the May 4, 2010 Regular Meeting.
 
Page three, Official Citation – the motion should read: IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine, it was VOTED that the Board of Selectmen of the Town of Goshen hereby offers its sincerest congratulations and official citation to Steven P. Santovasi, Jr. in recognition of his receipt of the highest achievement in Boy Scouting, the Eagle Scout Award.  Vote unanimous.
 
MATTERS ARISING out of the minutes:  Bob Valentine noted the GIS Mapping presentations made last week were very informative.  Initially this mapping will be utilized for the Incentive Housing Zone Project, however in the future many departments may find the GIS mapping helpful.
 
The Board of Selectmen agreed to defer from the original order of business and move to New Business – Special Events Permit – Goshen Stampede.
 
The Board of Selectmen reviewed the permit and found everything to be in order.
 
IN A MOTION  made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to approve the Special Events Permit Application - Goshen Stampede.  Vote unanimous
 
Sean O’Neil left at 4:20 p.m.
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to approve the warrant including the payroll of May 13, 2010 in the amount of $28,777.11. Vote unanimous.
 
Bob Valentine noted the satellite associated with the Town’s emergency satellite phone hasn’t been working to its full potential over the past few months.  Since these services are paid monthly, we will request a credit from the company for the months service has been wanting.

FIRST SELECTMAN’S REPORT:  
 
Bob Valentine discussed his meeting with Ed Drapp (Region 6 Business Manager), Ron Black (Consultant), Dr. Craig Drezek (Superintendant of Schools) and Ed Perry (Public Works Supervisor) concerning the poor installation of the Regional School District No. 6 water storage tank immediately outside Town Hall.  Bob expressed his displeasure with the drainage issues, the poor installation of piping through the foundation wall and the aesthetics of having a large portion of the tank above ground.  After much discussion, Region 6 agreed to investigate improvements to the installation.
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to waive the Building Permit Fee for Regional School District No 6 for the construction of the water storage tank. Vote unanimous.
 
Work continues on West Hyerdale Drive where it crosses the Marshepaug River.  Ron McCarthy (Surveyor) completed the topography map and has forwarded a copy to Richard Calking (Town Engineer) for review. 
 
Bob Valentine and Lucy Hussman (Assessor) hope to have a recommendation for the GIS Mapping contract for the next Board of Selectmen Meeting.

OLD BUSINESS: 
 
                        Appointment(s) – Zoning Board of Appeals, Regular Member
 
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to reappoint Gail J. Lavoie to the Zoning Board of Appeals as a regular member for the term May 11, 2010 through April 20, 2012.  Vote unanimous,
           
 
Appointment(s) – Zoning Board of Appeals, Alternate
 
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine, it was VOTED to reappoint Bernard C. Harrington to the Zoning Board of Appeals as an alternate member for the term May 11, 2010 through April 20, 2012.  Vote unanimous,
 
Bob Valentine noted an alternate position is still vacant on the Zoning Board of Appeals.

IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED that The Board of Selectmen of the Town of Goshen hereby offers its sincerest congratulations and official citation to Nicholas F. Santovasi, in recognition of his receipt of the highest achievement in Boy Scouting, the Eagle Scout Award.  Vote unanimous.
 
Official Citation – Devin Lowe
 
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED that The Board of Selectmen of the Town of Goshen hereby offers its sincerest congratulations and official citation to Devin Lowe, in recognition of his receipt of the highest achievement in Boy Scouting, the Eagle Scout Award.  Vote unanimous.
 
 
The Board of Selectmen will present Nicholas F. Santovasi, Devin Lowe and Steven P. Santovasi, Jr. with these citations of accomplishment on Sunday, May 23, 2010.
 
 
ANY OTHER BUSINESS:  None
 
 
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine, it was VOTED to adjourn the meeting.  Vote unanimous.  The meeting adjourned at 4:55 p.m.
