Robert P. Valentine called the meeting to order at 4:06 p.m.
 
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to approve the minutes of the May 18, 2010 Regular Meeting as amended.   Vote unanimous.
 
The amendments are as follows:  Page one, Paragraph 4, Sentence one should read “IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to accept the recommendation of Lucy Hussman, (Assessor) to award New England Geosystems a contract for the GIS Mapping.”
 
Page two, Paragraph one should read “Bob Valentine reported he is receiving support from other Connecticut towns with regards to the prevailing wage issue.  First Selectman Nick Mullane of North Stonington has offered $1,000 towards Goshen’s effort in combating the prevailing wage dispute with the Department of Labor.   In addition, letters of support has been sent to Senators and Legislators.  Bob Valentine will update the other members of the Board as more information becomes available.”
 
Page two, Paragraph three should read “The Energy Efficient Lighting program deadline has been extended to June 1, 2010 due to the need to further review available fixtures in order to specify appropriate lighting devices for the salt barn.”
 
Page two, Paragraph four should read “The Arts and Craft building at Camp Cochipianee is in desperate need of repair.  Bob Valentine has asked Spring Valley Builders to assess the situation.  Because of the safety issues and short time frame involved with the opening of summer camp, Bob Valentine is asking the Board of Selectmen to waive the Purchasing Policy requirements for this project.”
 
Page two, Paragraph five should read “IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar it was VOTED to waive the Purchasing Policy requirements for the repair of the Arts and Craft Building at Camp Cochipanee due to safety issues and time constraints and authorize Spring Valley Builders to proceed with the necessary work.  Vote unanimous.”
 
MATTERS ARISING out of the minutes:  None
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to approve the warrant including the payroll of May 27, 2010 in the amount of $34,008.69. Vote unanimous.
 
Bob Valentine noted that this week’s warrant includes defined benefit payment for retirees.

PUBLIC COMMENT:  None
 
FIRST SELECTMAN’S REPORT:  
 
Bob Valentine reported he received a proposal from Tim Wright (Spring Valley Builders) to install rigid insulation in the office on the second floor of the Fire House for $1,600. Currently there is no insulation and a great amount of heat escapes.
 
Bob Valentine provided Board members with the Pomperaug River Watershed Coalition’s pamphlet on septic systems requested Tom Breakell to investigate the use of a portion of it for our residents.
 
Bob Valentine noted he met with Colleen White from Connecticut Interlocal Risk Management Agency (CIRMA) today.  He reported CIRMA is committed to holding the Town of Goshen’s Workers’ Compensation and Liability-Automobile-Property coverages and rates for the next three years because of the Town’s excellent safety record.
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to enter into the commitment for the Budget Stabilization Program with CIRMA for the period July 1, 2010 to July 1, 2013.  Vote unanimous.
 
 Bob Valentine mentioned the ceremony for Eagle Scouts Devin Lowe, Steven Santovasi Jr. and Nicholas Santovasi went very well with good presentations.
 
Bob Valentine attended a meeting last week with Dave LeVasseur (OPM) and members of LHCEO and NWCOG.  OPM is proposing to consolidate regional planning organizations. The members of LHCEO and NWCOG voiced their concerns and cited the problems arising in DEMHS 5 caused by having such a diverse group of members with different issues.
 
Bob Valentine attended a League of Women Voters meeting last week where they discussed budget concerns and the possibility of televising Selectmen and Town Meetings. It was noted a portion of all cable bills is dedicated to the broadcast of local politics.
 
Bob Valentine noted the Energy Efficient Lighting program specs have been modified and he thanked John Buslewicz for providing the necessary lighting information.
 
Bob Valentine reported estimated revenue should exceed estimated expenses by approximately $295,000 at the end of this fiscal year.  Bob provided Board members with copies of information being provided the Board of Finance concerning mill rate and use of fund balance projections for the upcoming budget.
 
Bob Valentine stated as of June 17, 2010 the 30 day comment period ends and the use of the private portion of Sandy Beach Road during the construction of Tyler Lake dam must be resolved.

OLD BUSINESS: 
 
Tom Breakell noted the Antique Car Club has another commitment on Sunday, May 30, 2010 and will be unable to participate in the Memorial Day Parade.  Members of the Board of Selectmen will contact Goshen residents to try to locate antique cars for the parade.
  
NEW BUSINESS: None

IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to adjourn the meeting.  Vote unanimous.  The meeting adjourned at 5:21 p.m.
