Robert P. Valentine called the meeting to order at 4:11 p.m.
Approval of the Minutes of the June 1, 2010 Regular Meeting – Tabled until June 15, 2010
MATTERS ARISING out of the minutes: None
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine, it was VOTED to approve the warrant including the payroll of June 10, 2010 in the amount of $31,380.52 Vote unanimous.
It was noted this week’s warrant includes Rich Calkins’ invoice for engineering services rendered on the West Hyerdale Drive/Marshepaug River Project.

FIRST SELECTMAN’S REPORT:
Bob Valentine is still working on the prevailing wage issue with regards to the Tyler Lake Dam Project. Chip Roraback (Town Attorney) and the Connecticut Conference of Municipalities (CCM) are currently doing some research on this matter. Once more information becomes available, Bob Valentine will update the other members of the Board. Bob also noted he is receiving good support from Bart Russell (COST) as well as CCM.
The Board of Selectmen received an invitation to the Central Connecticut Solid Waste Authority’s (CCSWA) organizational meeting, scheduled for 1:00 PM on Tuesday, June 22, 2010 in Wethersfield. Bob Valentine and John Krukar plan to attend. Christine Puglio (Recycling Coordinator) has also been invited.
Much discussion ensued with regards to the future of CRRA, CCSWA and the northwest Connecticut towns, especially Goshen.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to add to the agenda under Old Business (a) Lighting Recommendation. Vote unanimous.
The Public Works Department has started the preparation work on East Street North. The southern section of East Street North will be ready for chipsealing and the northern section is being prepared for micro-surfacing. The micro-surfacing project is in conjunction with the Town of Norfolk. Bob Valentine noted preparation work that is currently being done consists of removing and replacing old pipe, gravel and asphalt. Bob Valentine noted there are several other tasks that will need to be done prior to the chipsealing and micro-surfacing projects commencing.

FIRST SELECTMAN’S REPORT (continued):
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to utilize the necessary funds from Town Aid Road (TAR) for the preparation work on the East Street North Project. Such preparation work will include, but not limited to basin, pipe, patching, gravel, overlays and asphalt. Vote unanimous.
Bob Valentine noted the Town of Goshen can use the State bid for the purchase of asphalt. At this time a bid package will need to be completed for labor. Other items have already been let out to bid.
The process of cracksealing the town roads has begun. This is in preparation for the chipsealing that will be done later this year.
Bob Valentine has previously asked Tom Breakell to review the two separate bids received for the insulation project at the Goshen Volunteer Fire House, but he has not been able to speak with Tom to see if he had an opportunity to review the proposals. The Board of Selectmen agreed Tom Breakell’s knowledge will make for a solid decision selecting the right contractor.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to accept the recommendation of Thomas A. Breakell for the insulation project at the Goshen Volunteer Fire House. Vote unanimous.
Bob Valentine has recently met with Richard Calkins (Town Engineer) and Ed Perry (Public Works Supervisor) to review the preliminary drawings for the West Hyerdale project. Richard Calkins will have a draft bid specification in the near future for Bob Valentine to review. Bob Valentine has also been in conversation with representatives of the Woodridge Lake Property Owner’s Association and inquired if any work is currently scheduled by the association. If so, completing the project in the near future would be appreciated.
Bob Valentine noted he has received several compliments about grading of the dirt roads done by Bill Gelormino and Tom Woodward.

OLD BUSINESS:
Lighting Recommendation
Bob Valentine noted he reviewed the submitted bids received. After careful review and evaluation Turri, Inc. is low bidder.
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED
to award the lighting project for the Public Works Complex and Firehouse to Turri, Inc. in the amount of $33,329. Vote unanimous.

NEW BUSINESS:
Tax Collector’s Report – May 31, 2010
The Board of Selectmen reviewed the May 31, 2010 Tax Collector’s Report. IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine it was VOTED to receive the Tax Collector’s Report – May 31, 2010. Vote unanimous.
Bank Resolution
Bob Valentine read the Bank Resolution to those other present.
IN A MOTION made by H. John Krukar, seconded by Robert P. Valentine, it was VOTED to adopt said resolution. Vote unanimous.
The said Bank Resolution is on file in the Town Clerk’s office.
ANY OTHER BUSINESS: None
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to adjourn the meeting. Vote unanimous. The meeting adjourned at 5:10 p.m.
