Robert P. Valentine called the meeting to order at 4:02p.m.
 
IN A MOTION made by Thomas A. Breakell, seconded by Robert P. Valentine, it was VOTED to approve the minutes of the July 20, 2010 Regular Meeting. Vote unanimous.  
 
MATTERS ARISING out of the minutes:  Bob Valentine noted the four qualified bidders for the Tyler Lake Dam project were present at the pre-bid meeting on Thursday, July 22, 2010.  The sealed bid opening is scheduled for August 3, 2010 at 4:00 p.m.
 
IN A MOTION made by Robert P. Valentine, seconded by Thomas A. Breakell, it was VOTED to approve the warrant including the payroll of July 29, 2010 in the amount of $51,812.72.  Vote unanimous.
 
Bob Valentine noted this warrant includes monthly compensation and camp staff payroll.
 
PUBLIC COMMENT: None
 
FIRST SELECTMAN’S REPORT
 
Bob Valentine noted all departments have been notified that all vouchers and invoices for last fiscal year must be submitted by Friday, July 30, 2010. Any vouchers/invoices submitted after this date will go against current fiscal years budget.   
 
The roadway between Canterbury Court to Bentley Circle is closed to all vehicle, foot and bicycle traffic until further notice for road repair.
 
The cracksealing process on East Street North from Goshen to Norfolk has been completed.  Minimal patching and paving is needed in Norfolk before the micro surfacing process for both towns can move forward.  It is anticipated to start the second week on August.
 
Bob Valentine noted the schools water tank is being put into position and he is very disappointed with the engineering and layout.
 
Bob Valentine noted over the years the public works department has provided sand/salt to local contractors during the inclement weather.  After reviewing outstanding balances, and finding two contractors, Mr. Jason Watley and Mr. Corey Bebault late in paying their salt/sand invoices from previous years, the public works department may revisit providing this service in the future. The Board of Selectmen will send a letter to the two contractors requesting payment and noting further purchases will be COD.

CORRESPONDENCE:  A letter was received from Michelle Fitzpatrick (President, Property Owners Association of Tyler Lake Inc.) requesting the use of the Town Hall Meeting Room on August 12, 2010 at 7:00 p.m. to meet with DEP to discuss weed control on Tyler Lake.
 
IN A MOTION made by Thomas A. Breakell, seconded by Robert P. Valentine, it was VOTED to approve the request from Michelle Fitzpatrick (President, Property Owners Association of Tyler Lake Inc.) the use of the Town Hall Meeting Room on August 12, 2010 at 7:00 p.m. to meet with DEP to discuss weed control on Tyler Lake

NEW BUSINESS:
Special Events Permit – Goshen Fair
 
The Board of Selectmen reviewed the application and found it to be complete.
 
IN A MOTION  made by Robert P. Valentine, seconded by Thomas A. Breakell, it was VOTED to approve the Special Events Permit Application – Goshen Fair.  Vote unanimous.
 
ANY OTHER BUSINESS: None
 
IN A MOTION made by Thomas A. Breakell, seconded by Robert P. Valentine, it was VOTED to adjourn the meeting.  Vote unanimous.  The meeting adjourned at 4:32 p.m.
