GOSHEN CONSERVATION COMMISSION
MINUTES – REGULAR MEETING
MARCH 4, 2009
 
CALL TO ORDER: Chairman John Ross called the meeting to order a 7:32 P.M.
 
ATTENDANCE: John Ross, Joan Lang, Barnett Laschever, Anders Nygren, Chris Marino and Audra Allen.  Excused absence, Barry Donaldson.
 
APPROVAL OF MINUTES: MOTION MADE BY Barnett Laschever seconded by Audra Allen to approve the minutes of the February 4, 2009 Commission Meeting.  No discussion on the minutes, SO VOTED.
 
OLD BUSINESS:
     Trail maintenance Update – The time of 9:30 A. M. was set for the scheduled Saturday May 9th date for the North Goshen Spring Trail clearing.  Discussed was the maintenance and upkeep of the Richard Kobylenski Memorial which is located on the Town owned property on East Street South.  Anders Nygren noted that last fall, the area around the memorial looked like it had not been maintained and questioned who was responsible for the maintenance and suggested that it would be a project for the Conservation if no one else was going to do it.  John Ross would contact Danny Kobylenski on the matter.
 
Goshen Scenic Areas & Trail Brochure – Although a freeze has been put on any unnecessary budget spending the Commission agreed that we should proceed with the putting together the final draft of the brochure.  No cost has ever been determined for the printing of the brochure but once it is put together, John Ross will work on getting several quotes for printing.  It was suggested that we get a quote from Oliver Wolcott Tech. in Torrington.
 
Open Space Identification of Continuous Corridors:  Due to a death in the family, Timothy Abbott from the Litchfield Hills Greenprint Program was unable to attend this meeting but would be able to attend the April 1, 2009 Commission meeting.
 
CORRESPONDENCE: Notice for submittal of Articles for the next Town Topics was received.  Articles for publication in the Town Topics must be submitted to Carol Aldrich by March 27th.  In light of the spending freeze, it was suggested by Chris Marino that the Commission submit an article called the “Town Wish List” where Town Boards and Commissions could review what their basic needs are and post their items or projects they would like to see accomplished on the list with the hope interested parties might be willing to contribute to any of the projects.
 
Discussed was the maintenance of the perennial beds.  John Ross and Anders Nygren had weeded and mulched the beds last fall with mulch they had purchased at $1.00 a bag and did not believe that spring mulching would be needed.  No request have been received

from Donna Grenier for any additional plants for the beds.  For the purpose of informing all Commission members it was noted that a Spending Freeze has been issued by the First Selectman.  Under that Freeze, any Board or Commission member must get a sign off from the First Selectman before any purchase can be made.
 
Discussed was the recent settlement of the 199 year lease of the North Goshen Property and what if anything at this time the Town was planning to do with the 45 acres the Town now owns as a result of the settlement reached on the 98 acre piece of property.  The Commission felt there was a potential for creating a hiking trail on the property and it was suggested that the Conservation Commission contact the Selectmen relative to what use if any has been proposed for the property and if no use has been proposed, the Commission would suggest to the Selectmen that if feasible, a hiking trail be cleared on the property.  A check would be made with the Town Clerk to see if a map of the property is on file in the Goshen land Records.
 
There was no other business to come before said meeting.  MOTION TO ADJOURN MADE BY Audra Allen seconded by Chris Marino.  The meeting adjourned at 8:02 P.M.
