GOSHEN CONSERVATION COMMISION

MINUTES REGULAR MEETING

FEBRUARY 3, 2010

 

CALL TO ORDER: Chairman John Ross called the meeting to order at 7:35 P.M.

 

ATTENDANCE: John Ross, Anders Nygren, Barnett Laschever, Barry Donaldson, Audra Allen and Joan Lang, absent Chris Marino.

 

APPROVAL OF MINUTES: The minutes of the January 6, 2010 meeting were presented for approval. MOTION MADE BY Barry Donaldson, seconded by Anders Nygren to approve said minutes. There was no discussion on the minutes and the minutes were APPROVED as presented.

 

OLD BUSINESS:  Trail Maintenance – No discussion.

 

Goshen Scenic Area Brochure – John Ross and Barnett Laschever have done some work on making the final changes to maps and pictures to be used in the brochure and would be meeting soon to finalize the project.

 

Open Space Identification – Discusses was the website generated by the University of CT and the DEP which details state wide mapping of Open Space, Farm land, Forrest Land and Wet Lands.  It was noted that some of the maps shown on the website are maps generated by the Northwest Conservation District

 

Article for Town Topics: The protection of our water sources should be of concern to everybody and as proposed at the January meeting Audra Allen agreed to head up the writing of an article for the Town Topics that would address the issue relative to the proper disposal of medicines and other items that are flushed into septic systems so that can leach into or pollute our water sources. Also discussed was the disposal of items that do not affect the ground water but can also be harmful to the environment. It was agreed to make it a two part article.  The first would address disposal of items that pollute the ground water with the second article addressing the items that should be properly disposed of or recycled.    

 

A notice would also be put in the Town Topics relative to the Conservation Commission looking for volunteers to help in the weeding and upkeep of the

perennial beds in front of the Town Hall. It was noted that the project to digitize the maps of the Town of Goshen is still being considered but is on hold at this time.       

 

For the record it was noted that the Goshen Conservation Commission gave its support to grant application being made by the Goshen Land Trust to the Federal  U.S. Dept. of Agriculture for the preservation of the Anstett Farm.  Application,

which is due by  the first of may, will also be made will be made to the CT DEP Open Space  & Watershed Protection Program. 

 

Updating of the Revised 2001 Goshen Open Space Plan – It was agreed that work could be started on the updating of the Goshen Resources.  The work would require review of the Assessors Land Records and some field work.  Questioned was the date of the last aerial mapping of the Town.

 

NEW BUSINESS:  Discussed was the 2010/1011 proposed Conservation Commission budget.  John Ross reported that he and Joan Lang had informed the Fiscal Office to keep the CC budget the same as the current 09/10 budget of $302.00.  There was no need for an increase in the line item for postage as the Town Fiscal Office provides stamped envelopes for the mailing of the minutes. With the exception of funding for the printing of the brochure the Commission did not anticipate any other expenses and agreed with the submission of the $302.00 proposed 2010/2011 Budget.

 

CORRESPONDENCE:  Notice was received from the Connecticut Conference of Municipalities on the holding of a meeting in Glastonbury on February 17th on the topic of “Making the Best land Use Decisions.” Registration was required at a cost of $120.00 per person.   Members of the CCM can attend free of charge.  It was not sure if the Conservation Commission or the Town are members of the CCM.

 

There was no other business proper to come before this meeting. A MOTION TO ADJOURN MADE BY Barnett Laschever seconded by Barry Donaldson.
