Meeting Minutes for Thursday May 3, 2007 @ 7:15 P.M.

1.CALL TO ORDER: Thomas Stansfied (Chairman), Martin Bothroyd (Vice Chairman), Allen Kinsella, Anthony Savarese, Ray Turri, Martin Connor ACIP Excused: Antonio Damiani Absent: Todd Carusillo
2.PUBLIC HEARING : None
3.OLD BUSINESS:
a.Robert Sirchia, 31 Bently Circle, Construct Curtain Drains the applicant could not be present to discuss plans with Commission. Last month the Commission had no further request or questions from the Applicant. Commission reviewed application.
IN A MOTION made by Mr. Turri seconded by Mr. Bothroyd it was voted to approve the application for Robert Sirchia, 31 Bently Circle, Construct Curtain Drains. Vote unanimous
4.NEW BUSINESS:
a.Mark Chen for Iram Ahmed, 93 West Hyerdale Drive, Addition and Renovations to existing home. Applicant not present to discuss plans with Commission. Tabled until end of New Business.
b.Tom Cornacchia, 496 Hageman Shean Road, Installation of 18” HDPE in swale, construct portion of the reserve septic system in upland review area, install wooden stairs in upland review area and reconstruct house.
Mr. Kinsella recused himself because he works for the contractor that is doing some of the work at 7:21
Dennis McMorrow was present to discuss plans with the Commission. This is a 625-acre lot, they are starting renovations on existing buildings. They currently have Torrington Area Health approval on existing septic for a four bedroom house. They are not intending on constructing septic unless needed within the next five years. The shed will be on gravel. The septic tanks and fields will be 75 feet away from wetlands but will need to cross within the regulated area. The Stairs will be replacing the existing stairs. Mr. Stansfield would like to see how the dock is anchored for the next meeting.

IN A MOTION made by Mr. Turri seconded by Mr. Kinsella it was voted to add Craig Bothroyd for Maggie Mascia, 358 East Hyerdale Drive, Improve yard to the agenda vote carried unanimously
c.Craig Bothroyd for Maggie Mascia, 358 East Hyerdale Drive, Improve yard Mr. C. Bothroyd submitted a letter from the home owner allowing him permission to represent her. He will bring in 8-12 yards of material. There is a gradual slope to the lake with trees sporadically placed. Around the trees there will be mulch beds, organic fertilizer will be used and silt fences will be installed. Mr. Stansfield requested that he provide a sequence of events for the next meeting.
IN A MOTION made by Mr. Turri seconded by Mr. Savarese it was voted to accept the application for Craig Bothroyd for Maggie Mascia, 358 East Hyerdale Drive, Improve yard. Vote unanimous

IN A MOTION made by Mr. Stansfield seconded by Mr. Turri it was voted to add Russ Marvin , 88 East Hyerdale Drive, addition to existing home to the agenda vote carried unanimously
d.Russ Marvin , 88 East Hyerdale Drive, addition to existing home. Mr. Marvin brought application to the meeting. After the Commission and Mr. Connor reviewed the application it was determined this application should be an agent determination
IN A MOTION made by Mr. Kinsella seconded by Mr. Turri it was voted that the application for Russ Marvin , 88 East Hyerdale Drive, addition to existing home be an agent determination Vote carried unanimously – Mr. Stansfield abstained. Legal notice will be done on Tuesday May 8, 2007
Return to item 4a. Mark Chen for Iram Ahmed, 93 West Hyerdale Drive, Addition and Renovations to existing home. Applicant still not present to discuss plans. Commission review the plans and has questions regarding the slope, and landscape plan, and if this is significant activity. The Commission requires that the applicant be present for next month’s meeting to answer questions and concerns.
IN A MOTION made by Mr. Stansfield seconded by Mr. Bothroyd it was voted to accept the application for Mark Chen for Iram Ahmed, 93 West Hyerdale Drive, Addition and Renovations to existing home with the condition that applicant be present for next meeting. Vote carried unanimously
IN A MOTION made by Mr. Kinsella seconded by Mr. Savarese it was voted to add John and Petrina Ososk, 46 Cottage Road, Install foundation to replace existing piers and replace septic system to the agenda. Vote carried unanimously
e.John and Petrina Ososk, 46 Cottage Road, Install foundation to replace existing piers and replace septic system David Wilson, P.E., applicant’s engineer, was present to discuss plans with the Commission. They will raise the house to excavate underneath to have a 3ft crawl space, which would meet FEMA requirements. They will be replacing the existing septic system. The two stock piles of material would be used for backfilling. The septic will be a pump system. The Commission requested that they have Torrington Area Heath Approval for next meeting.
IN A MOTION made by Mr. Kinsella seconded by Mr. Turri it was voted to accept the application for John and Petrina Ososk, 46 Cottage Road, Install foundation to replace existing piers and replace septic system with the condition they receive Torrington Area Heath approval for next meeting. Vote Carried unanimously.
5.READING OF THE MINUTES: The April 5, 2007 regular meeting minutes were mailed out prior to the meeting for the Commission to review
IN A MOTION made by Mr.Turri seconded by Mr. Savarese it was voted to accept the April 5, 2007 regular meeting minutes. Vote Carried unanimously
6.ZEO REPORT: The Commission received and review the ZEO report.
IN A MOTION made by Mr. Savarese seconded by Mr. Turri it was voted to accept the ZEO report
7.CORRESPONDENCE: CFL News, CT Landscape architect, Memo: notice of issuance General Permits for diversion of water for consumptive use, pesticide application
Mr. Kinsella stated that one of the functions of the Wetlands is to act as a sponge during times of intense flooding. During the rain last week he notice a lot of flooding and observed the function of the Wetlands. He said he was reminded not only does the Commission need to take in to account the disturbance of Wetlands during construction but also the long term affects it has on the environment
