Regular Meeting MINUTES for April 3, 2008 @ 7:15P.M.

CALL TO ORDER: Thomas Stansfield (Chairman), Martin Bothroyd, Lorraine Lucas, Alan Kinsella, Martin Connor, AICP

PUBLIC HEARING: None
READING OF THE MINUTES The Commission received and reviewed the minutes from March 6, 2008 Regular Meeting
IN A MOTION made by Mr. Bothroyd seconded by Mr. Kinsella it was voted to approve the Regular Meeting Minutes for March 6, 2008. Vote Unanimous
OLDBUSINESS:
Vincent and Rachael D’Andrea, 19 Park Road, Install new septic system within regulated area. Mr. Connor stated that he has spoken to Mr. D’Andrea and he now plans on repairing the existing septic system and will be ready to present to the Commission next month. The applicant has requested an extension. Tabled Until May 1, 2008.
NEW BUSINESS:
James Davis, 153 Pie Hill Road, Add stone to existing driveway for stabilization and construct a pole barn. Mr. Davis was present to discuss plans with the Commission. Mr. Davis stated that currently there is a fabric structure which is 11 ft off the wetlands he is proposing to take down the existing structure and construct a pole barn with a gravel floor and eventually a slab on grade. The proposed structure will be 26 ft away from the wetlands. The proposed structure will be larger than the existing structure but will further away from the wetlands. The only disturbance to the area will be during the construction period and the applicant has proposed to add silt fencing during that period. There will be no heat, water, or plumbing in the structure. The
structure will be used mainly as storage for tractor and equipment
The applicant plans on planting apple trees in that area. Mr. Davis has proposed taking down some trees that have been marked by a forester for removal, but left during the timber harvest, also there are a few trees that are hazardous he proposed to remove.
The dirt road to reach the structure is used for ATV Traffic only and not motor vehicles. The proposed location is the best spot because of the Topography of the land and the wetlands on the lot. Mr. Davis has the proposed area taped off so that the Commission can do a site walk individually. Mr. Connor has already been on site and feels that this activity is not significant
IN A MOTION made by Mr. Stansfield seconded by Mr. Bothroyd it was voted to accept the application for James Davis, 153 Pie Hill Road, Add stone to existing driveway for stabilization and construct a pole barn. Vote Unanimous
INLAND WETLAND’S OFFICER REPORT: The Commission received and reviewed the Inland Wetland’s Officer Report.
IN A MOTION made by Mr. Kinsella seconded by Mr. Damiani it was voted to accept the Inland Wetland’s Officer Report.
CORRESPONDENCE: Long Meadow Lake committee Newsletter, CT Wildlife, Do’s and Don’ts Seminar. The Commission feels that it would be beneficial to have Rista Holda attend the Do’s and Don’ts Seminar on June 2, 2008.
