Inland Wetlands Commission
REGULAR Meeting MINUTES for July 3, 2008 @ 7:15 P.M.

CALL TO ORDER: Martin Bothroyd (vice chairman), Antonio Damiani, Anthony Savarese, Ray Turri. Lorraine Lucas, Martin Connor, AICP
Excused: Thomas Stansfield (chairman), Allen Kinsella

 PUBLIC HEARING
 
READING OF THE MINUTES The June 5, 2008 meeting minutes were mailed out to the Commission prior to the meeting for review
 
IN A MOTION made by Mr. Turri, seconded by Mr. Savarese it was voted to approve the June 5, 2008 meeting minutes as written.  Vote unanimous
 
OLD BUSINESS
 
William Colby, Colby Engineering and Consulting for Frank & Arline McCarthy, 156 Sandy Beach Road, demolish existing dwelling, reconstruct new dwelling, construct septic system and add new well. Mr. Colby and Mr. McCarthy were present to discuss plans with the Commission.  Torrington Area Health approval was submitted with 100% reserve with a curtain drain.  Also flood plain elevations were added to the plan and shows that the house is above the 100 year flood plain elevation.  The existing structure will be torn down and the new footprint shifted away from the wetlands.  The house is currently 14ft away from the wetlands and the proposed house will be 28 feet away from the wetlands.  The house can not be moved any further away due to limitation by the septic system.
 IN A MOTION made by Mr. Turri seconded by Mr. Savarese it was voted to approve the application for William Colby, Colby Engineering and Consulting for Frank & Arline McCarthy, 156 Sandy Beach Road, demolish existing dwelling, reconstruct new dwelling, construct septic system and add new well.  Vote Unanimous.
 
NEW BUSINESS
Mr. Turri recused himself at 7:20 P.M.

 IN A MOTION made by Mr. Bothroyd seconded by Mr. Damiani it was voted to add to the agenda the application for Optiwind, Wind Turbine to farm wind energy, 113 Brush Hill Road.  Vote unanimous
 
Optiwind, Wind Turbine to farm wind energy, 113 Brush Hill Road Ted Chadwick and were present to discuss the plans with the Commission.  The Soil Scientist report states that these are man made wetlands and are the leaching fields for the sewer treatment plant.  Mr. Chadwick read the Commission the Soil Scientist report which stated that there are 15 beds which the water were dug to hold water and hydrate the soils.  11 of the 15 beds are considered regular wet beds.  Between the beds are not wetlands.  The tower is proposed between the beds.  The design of the tower is a straight pole with a Tripod design consisting of 6 poles.  5 out of the 6 are out of the wet beds.  The one that is in the wet bed will have a retaining wall put around it.  The Commission had some questions regarding the construction of the retaining wall.  This information will be provided at the next meeting.   The material from the dug holes will either be graded on site or trucked away.  The site is accessible from the road so there will be no disturbance getting to the site.  When drilling a mixture of concrete is put along the side of the hole and concrete is poured at the bottom to keep the provide stability for the perminate tower. The Commission feels this is not significant activity.
 IN A MOTION made by Mr. Savarese seconded by Mr. Damiani it was voted to accept the application for Optiwind, Wind Turbine to farm wind energy, 113 Brush Hill Road.  Vote Unanimous
 
Mr. Turri Returned to the meeting at 7:45 P.M.

IN A MOTION made by Mr. Bothroyd seconded by Mr. Damiani it was voted to add to the agenda Lake & Dam Committee, Suction Harvest, Woodridge Lake
 
Lake & Dam Committee, Suction Harvest, Woodridge Lake  Mr. Connor stated that he spoke with Jim Mersfelder from the Woodridge Lake Property Owners Association, Lake and Dam Committee, and there is a significant amount of Milfoil in Woodridge lake and it is being spread by the boat motors chopping it up and carrying it to other parts of the Lake.  They are proposing to do a suction harvest.  The suction harvest consist of people in scuba gear pulling out the milfoil by the roots into a suction and taking it away.  Mr. Turri stated that he has attended the Lake and Dam Committee meetings and stated that this activity is less intrusive than the harvester they have used in the past.
 IN A MOTION made by Mr. Bothroyd seconded by Mr. Savarese it was voted to allow the Lake and Dam Committee to have suction harvesting done as an as or right activity according to sections 4c and 4.2 of the Goshen Inland Wetland Regulations.  Vote unanimous

 INLAND WETLAND’S OFFICER REPORT The Commission received and reviewed the Inland Wetland’s Officer Report.
 IN A MOTION made by Mr. Bothroyd seconded by Mr. Turri it was voted to accept the Inland Wetlands Officer’s Report
 
CORRESPONDENCE:  CAIWIC membership fees due.
