Inland Wetlands Commission

REVISED Minutes for April 2, 2009 @ 7:15 P.M.

Town Hall Conference Room, 42 North Street

 

  1. CALL TO ORDER: Thomas Stansfield (Chairman), Lorraine Lucas, Allen Kinsella, Martin Bothroyd, Rick Wadhams, Martin Connor, AICP.  Excused Ray Turri, Anthony Savarese

 

  1. PUBLIC HEARING: None

 

  1. READING OF THE MINUTES: The March 5, 2009 meeting minutes were mailed out to the Commission prior to the meeting for review

 

IN A MOTION made by Mr. Bothroyd seconded by Ms. Lucas it was voted to APPROVE the March 5, 2009 meeting minutes.  Vote Unanimous

 

  1. OLD BUSINESS: None

 

  1. NEW BUSINESS

 

  1. Colby Engineering & Consulting for Dr. Howard Pease, 399 Milton Road, after-the-fact application for installation of walkway, stairs and deck.  Bill Colby was present to represent the applicant.  Mr. Colby stated that the property is at least 25% slopes, which makes it difficult to access the water.  In Mr. Colby’s opinion the work that has been done would disturb as little ground as possible and is now stabilized.  The applicant would have to apply to Zoning Board of Appeals for a variance and the portion of the deck that is on the Woodridge  Lake Property Owners Association will be removed.   The Commission asked Mr. Colby to mark on the plans the section of the deck that will be removed.

 

IN A MOTION made by Mr. Kinsella seconded by Mr. Bothroyd it was voted  to ACCEPT the application for Colby Engineering & Consulting for Dr. Howard Pease, 399 Milton Road, after-the-fact application for installation of walkway, stairs and deck.  Vote Unanimous

 

  1. Naren Sonpal for Gun Sonpal, 187 West Side Road, construct shed with solar panels.  Mr. Sonpal was present to discuss plans with the Commission.  Mr. Sonpal stated that he plans on building a shed to put solar panels on it for the house.  He has considered piers, but a shed will be more efficient.
 

 

IN A MOTION made by Mr. Wadhams seconded by Mr. Bothroyd it was voted to ACCEPT the application for Naren Sonpal for Gun Sonpal, 187 West Side Road, construct shed with solar panels.  Vote Unanimous

 

  1. Alma T (Terry) Carlson, 220 Old Middle Street, Clear pasture and construct horse shelter, agricultural exemption.  Ms. Carlson was present to explain the plans to the Commission.  She plans to create a pasture and shelter for  a horse.  She plans on clearing an acre within the regulated area, not in the wetlands.

 

IN A MOTION made by Mr. Stansfield seconded by Mr. Bothroyd it was voted to DECLARE that  clearing land for pasture and constructing a horse shelter is an agricultural use, and therefore, a Permitted As of Right Use in accordance to section 4.1A of the regulations.  Vote Unanimous

 

  1. INLAND WETLAND’S OFFICER REPORT

IN A MOTION made by Mr. Stansfield seconded by Mr. Kinsella it was voted  to ACCEPT the Inland Wetland’s Officer Report. Vote Unanimous

 

  1. CORRESPONDENCE: Habitat, Memo from Northeast tree, pond & turf service inc, Letter dated 3/16/09 from the State of CT re: Emergency Operation Plan, Woodridge Lake Dam # 5504, Notice of tentative determination and intent to waive public hearing form the state of CT, re Water Diversion application from the Torrington Country Club.
 

 

  1. ADJOURNMENT

IN A MOTION made by Mr. Bothroyd it was voted to ADJOURN the meeting at 7:35 PM. Vote Unanimous
