MINUTES for August 6, 2009 @ 7:15 P.M.
Town Hall Conference Room, 42 North Street
- CALL TO ORDER: Present – Alan Kinsella (acting Chairman), Lorraine Lucas, Ray Turri, Anthony Savarese, also present, Martin Connor, AICP, Town Planner/Zoning and Inland Welands Enforcement Officer. Excused Thomas Stansfield, Rick Wadhams, Marty Bothroyd
- PUBLIC HEARING
- READING OF THE MINUTES: The Commission received and reviewed the July 2, 2009 meeting minutes.
IN A MOTION made by Mr. Turri seconded by Ms. Lucas it was voted to approve the July 2, 2009, meeting minutes as written. Vote Unanimous.
- OLD BUSINESS
a. Torrington Savings Bank, 55 Sharon Turnpike, construct 2,200 sq ft bank – Larry Buck, Engineer and Rosemary Aldridge, Landscape Architect, were present to discuss plans with the Commission. A memo from Rich Calkins, Town Engineer was submitted and all of his Inland Wetlands concerns have been addressed. To address the Commissions concern of snow removal the engineer stated he removed the timber guide rails and replaced them with wheel stops, this will allow the snow to be pushed off the driveway easier. Mr.
Buck explained the drainage system to the Commission and stated that there would be no direct impact to the wetlands and any discharge that went into the wetland area would be after it had been filtrated. Ms. Aldridge explained her planting plan and rain garden. Mr. Connor suggested that since the proper installation of this type of drainage is essential to it’s functioning as planned, he would like the Consulting Town Engineer inspect the system during construction and that the design Engineer, Mr. Buck, submit a signed and sealed, As-Built Survey for the drainage improvements, attesting that the design was built according to the plan.
IN A MOTION made by Mr. Turri seconded by Mr. Savarese it was voted to approve the application for Torrington Savings Bank, 55 Sharon Turnpike, Construct 2,200 sq ft. bank with the following conditions: the Town Engineer shall inspect the detention basins after construction and an A-2 as-built drawing shall be prepared by the Project Engineer for the drainage improvements and the Project Engineer shall provide certification that the detention basins were constructed in accordance with the approved plan. Vote Unanimous.
b. Lawrence K & Eileen Fisher, 231 West Hyerdale Drive, After the Fact Application to remove and rebuild a deck. This item has been tabled until the next meeting at the request of the applicant.
c. Sanford Dubner, 4 Marshepaug Road, construct pool with patio. Dennis McMorrow, Berkshire Engineering and Surveying, was present to discuss the application with the Commission. He presented a revised plan to the Commission. The applicant has decided to abandon their existing well and drill a new well so that the pool could be moved completely outside of the wetlands. This plan has a smaller retaining wall than the original proposal and there will be no grading into the wetlands. Mr. McMorrow stated that
the discharge point will be in exactly the same place, to prevent any additional run off to the neighbors.
IN A MOTION made by Mr. Turri seconded by Mr. Savarese it was voted to approve the application for Sanford Dubner, 4 Marshepaug Road, Construct Pool with Patio. Vote Unanimous.
- NEW BUSINESS
a. Charles W. Olsen, 13 Sharon Turnpike, After-the-fact application for Clearing brush, grading and removal of existing structures. Mr. Connor stated he had found the applicant removing vegetation and removing a shed within 75 ft. of the wetlands and asked him to stop and come in for a permit. He has also applied on this application to demolish the existing dwelling. The area is currently stabilized and silt fencing is in place.
IN A MOTION made by Mr. Turri seconded by Mr. Savarese it was voted to accept the application for Charles W. Olsen, 13 Sharon Turnpike, After-the-fact application for Clearing brush, grading and removal of existing structures. Vote Unanimous
IN A MOTION made by Mr. Turri seconded by Mr. Kinsella it was voted to add to the agenda the application for Kevin Budney, 610 North Street, Construct a Pole Barn car port in the upland review area. Vote Unanimous.
b. Kevin Budney, 610 North Street, Construct a Pole Barn car port in upland review area. Mr. Connor stated that this proposal is completely within the upland review area which is currently lawn. He feels this is not a significant activity.
IN A MOTION made by Mr. Turri Seconded by Mr. Savarese it was voted to accept the application for Kevin Budney, 610 North Street, Construct a pole barn carport in the upland review area. Vote Unanimous.
- INLAND WETLAND’S OFFICER REPORT – The Commission received and reviewed the Inland Wetland’s Officer’s Report.
IN A MOTION made by Mr. Kinsella seconded by Mr. Turri it was voted to accept he Inland Wetland’s Officer’s report. Vote unanimous
- CORRESPONDENCE: CACIWC membership renewal.
- ADJOURNMENT
IN A MOTION made by Mr. Savarese seconded by Mr. Turri it was voted to adjourn the meeting at 8:04 PM. Vote Unanimous
