Minutes for December 3, 2009 @ 7:15 P.M.

- CALL TO ORDER: Thomas Stansfield, Alan Kinsella, Lorraine Lucas, Ray Turri, Anthony Savarese, Rick Wadhams, Marty Bothroyd and Martin Connor, AICP, Town Planner/Zoning & Wetlands Enforcement Officer
- PUBLIC HEARING: None
- READING OF THE MINUTES: The Commission received and reviewed the November 5, 2009 Regular meeting minutes.
IN A MOTION made by Mr. Turri seconded by Mr. Savarese it was voted to APPROVE the November 5, 2009 minutes. Vote Unanimous.
- OLD BUSINESS
a. Howard Noreike for Patrick Sullivan and Patti LeShane, 52 Cottage Grove Road, After the fact shoreline stabilization and fence. Mr. Sullivan was present to discuss his application with the Commission. Mr. Connor stated that this application is for two different activities, one is the placement of a fence which in his opinion is not a significant activity and the second is the placement of rocks in the lake, he feels this is a significant activity. According to the Site Plan submitted the placement of the
rocks is not on Mr. Sullivan’s property. Mr. Sullivan explained to the Commission that there was a dock over the top of the rocks which has been removed. He brought in some stone and replaced the rocks which fell off the wall on top of the pile to create the jetty or break wall. Mr. Stansfield stated that regardless of the activity the owner of the lake bottom is the State of Connecticut and they would have to be the applicant for this activity and that the Inland Wetlands Commission could not legally grant and permit for this activity to Mr. Sullivan. He suggested that Mr. Sullivan contact the DEP.
IN A MOTION made by Mr. Turri seconded by Mr. Kinsella it was voted to APPROVE the placement of the fence within the regulated area and DENY the Shoreline Stabilization for Howard Noreike for Patrick Sullivan and Patti LeShane, 52 Cottage Grove Road. Vote Unanimous.
- NEW BUSINESS
a. A. Edward Wright, 260 Beach Street, upgrade pre-existing driveway. Mr. Wright was present to discuss his application with the Commission. Mr. Connor stated Mr. Wright did receive a driveway permit from the Town of Goshen, but the driveway crosses a wetlands and he is placing gravel over the existing driveway which is a regulated activity. Silt Fence is properly installed. Plans have been submitted.
IN A MOTION made by Mr. Turri seconded by Mr. Kinsella it was voted to ACCEPT the application for A. Edward Wright, 260 Beach Street, upgrade pre-existing driveway. Vote Unanimous.
Motion by Mr. Stansfield, 2nd by Mr. Turri, to add Goshen Land Trust, East Street South Property, Construction & Insulation of a boardwalk; Tulip Homes, 495 Wellsford Drive, Extend, for 5 years, Permit 02-05-01, Construct Single Family Dwelling and transfer to the permit to Whitehall Construction LLC; and Woodridge Lake Property Owner’s Association, 260 East Hyerdale Drive, Channel Dredging & Maintenance to the agenda under new business. Vote Unanimous.
b. Goshen Land Trust, East Street South Property, Construction & Insulation of a boardwalk. Chris Craig, Goshen Land Trust, was present. Goshen Land Trust was granted a permit to construct a boardwalk, but the permit has expired and no extension was requested, therefore a new permit is required. The board walk will be 200 feet long and raised 12 inches off the ground. The piers will be 1 ½ galvanized steel pipes. For the next meeting sketches of the boardwalk and a site plan showing the
location of the boardwalk will be submitted.
IN A MOTION made by Mr. Turri seconded by Mr. Wadhams it was voted to ACCEPT the application for Goshen Land Trust, East Street South Property, Construction & Insulation of a boardwalk. Vote Unanimous.
c. Tulip Homes, 495 Wellsford Drive, Extend, for 5 years, Permit 02-05-01, Construct Single Family Dwelling and transfer to the permit to Whitehall Construction LLC. All prior conditions and plans are to remain the same.
IN A MOTION made by Mr. Kinsella seconded by Mr. Turri it was voted to APPROVE the request for Tulip Homes, 495 Wellsford Drive, Extend, for 5 years, Permit 02-05-01, Construct Single Family Dwelling and transfer to Whitehall Construction LLC. Vote Unanimous.
d. Woodridge Lake Property Owner’s Association, 260 East Hyerdale Drive, Channel Dredging & Maintenance. Thee applicant is currently doing a deep lake draw down to help eliminate invasive species. An area in the North cove and an area in the South cove are ponding due to sedimentation. The proposal is to dig a channel to allow the water to flow out and allow the area to dry up. Army Corp of Engineers approval is in the file.
IN A MOTION made by Mr. Kinsella seconded by Mr. Turri it was voted to ACCEPT the application for Woodridge Lake Property Owner’s Association, 260 East Hyerdale Drive, channel dredging & maintenance. Vote Unanimous.
- INLAND WETLAND’S OFFICER REPORT – The Commission received the Inland Wetland’s Officer’s Report and reviewed it.
IN A MOTION made by Mr. Kinsella seconded by MR. Turri it was voted to ACCEPT the Inland Wetlands Officer’s Report. Vote unanimous.
- CORRESPONDENCE: Goshen Water Protection Workshop Notes, 8 Tips for Cleaner water, Backyard Steam and Pond Buffers, Registry of NE Soil Scientist 2009
There were several Boy Scouts in the audience. The Commission answered their questions regarding the proceedings.
- ADJOURNMENT
IN A MOTION made by Mr. Savarese it was voted to ADJOURN the meeting at 7:55 PM.
