TOWN OF GOSHEN

INLAND WETLANDS COMMISSION

REGULAR MEETING MINUTES

THURSDAY, JULY 1, 2010

 

PRESENT:        Chairman Thomas Stansfield, Allen Kinsella, Lorraine Lucas, Anthony Savarese, Rick Wadhams; Town Planner/Inland Wetlands Enforcement Officer, Martin Connor, AICP.

 

EXCUSED:        Martin Bothroyd, Ray Turri.

 

 

1.         CALL TO ORDER:

Chairman Thomas Stansfield called the meeting to order at 7:15PM.  Lorraine Lucas arrived to the meeting at 7:18PM.

 

 

2.         PUBLIC HEARINGS:

            No business was discussed.

 

 

3.         READING OF THE MINUTES – June 3, 2010.

           

MOTION Mr. Wadhams, second Mr. Savarese, to approve the minutes of the June 3, 2010 regular meeting as written; unanimously approved.

 

 

4.         OLD BUSINESS:

A.         Tom Andrighetti, 65 East Hyerdale Drive, Construct Garage.

            Dennis McMorrow, PE, of Berkshire Engineering and Surveying, addressed the Commission.  Mr. McMorrow submitted revised plans which included the Commission’s recommendations from the May meeting regarding additional silt fencing and requiring the plans to state work could only be completed during the dry season.  Mr. Connor told the Commission that he believed the location chosen by the applicant made sense due to the topography of the site.

 

            MOTION Mr. Savarese, second Mr. Wadhams, to approve the application in the matter of Tom Andrighetti, 65 East Hyerdale Drive, Construct Garage per all oral and written testimony and finding there were no other reasonable and prudent alternatives; unanimously approved.

 

B.         Colby Engineering & Consulting for Edwin Gould, 11 West Hyerdale Drive, Drainage Improvements.

            Mr. Connor explained to the Commission that the applicant planned to route rainwater from the roof into a drainage swale.  He suggested that the Commission have the applicant to outlet the water over large rocks in the drainage swale.

 

            MOTION Ms. Lucas, second Mr. Kinsella, to approve the application in the matter of Colby Engineering & Consulting for Edwin Gould, 11 West Hyerdale Drive, Drainage Improvements per all oral and written testimony, finding there were no other reasonable and prudent alternatives, and with the condition that the applicant must show the Inland Wetlands Enforcement Officer the planned drainage outlet in the field and obtain his approval prior to construction; unanimously approved.

 

C.         Edward Wright for Sara Wright, 64 ½ Sandy Beach Road, Repair/Replace Existing Shoreline Wall.

            Noting that the applicant was not present, the Commission agreed to table this matter to the August 5, 2010 regular meeting.

5.         NEW BUSINESS:

No business was discussed.

 

           

6.         INLAND WETLANDS ENFORCEMENT OFFICER’S REPORT: 

The Commission received and reviewed the Inland Wetlands Enforcement Officer’s report.  Mr. Connor further informed the Commission that the Town was planning maintenance/drainage improvements on West Hyerdale Drive & Canterbury Court.  He stated that the Town’s engineering consultant was now finishing the final plans which would likely be available for the Commission’s review at their August meeting.

           

MOTION Mr. Kinsella, second Mr. Savarese, to accept the Inland Wetlands Enforcement Officer’s Activity Report for June 3, 2010 to July 1, 2010; unanimously approved.

 

 

7.         CORRESPONDENCE:

Rista Malanca, Land Use Clerk, informed the Commission of her resignation and introduced Stacey Sefcik as the new Land Use Clerk.  The Commission thanked Ms. Malanca for her years of service and wished her well in her new position as Zoning/Inland Wetlands Enforcement Officer for the Town of New Hartford.

 

 

8.         ADJOURN:

           

MOTION Ms. Savarese, second Mr. Stansfield, to adjourn at 7:35PM; unanimously approved.
