Special Meeting- November 28, 2007
The November 28, 2007 Special Meeting of the Goshen Board of Assessors was called to order by Jim Upton, Chairman at 4:00 p.m.
PRESENT:
Board Members – Alan Booth, Al Cibelli and Jim Upton
Assessor – Lucy Hussman
READING OF MINUTES:
The minutes of the September 13, 2007 meeting were reviewed and approved.
REQUEST TO BE HEARD: None.
ASSESSORS REPORT:
The revaluation project is moving along with all the data collection and building permit inspections complete. They are currently working on the analysis and should get some preliminary values to the Assessor in the beginning of December and notices will go out following a final review.
The Motor Vehicle Supplemental List is being processed and will be finalized by the beginning of December so the tax collector can get the bills printed. The MV Supplemental Tax Bills are due during the month of January.
The Personal Property Declarations are being reviewed and entered in preparation of finalizing the Grand List in January.
BUDGET UPDATE:
There was no budget report to review.
NEW BUSINESS:
There was a discussion about using the 2005 Recommended Land Use Values as determined by the Department of Agriculture for the PA 490 values in the 2007 Revaluation. These recommendations are for farm land and forest land. According to State Statute 12-63, open space can not be valued less than it would be if it were classified as farm land.
Moved by Alan Booth, seconded by Al Cibelli to use the 2005 Recommended Land Use Values for farm land and forest land and to use the Tillable A value of $1,200 per acre for the open space value. Passed unanimously.
There was discussion about the 2008 meeting schedule. The Board of Assessor’s will meet on the 3rd Wednesday of March, June, September & December at 4 pm in the Assessor’s Office..

OLD BUSINESS:
The Goshen Motel and adjacent dwelling on the property has been intentionally burned down by the Goshen Volunteer Fire Department and will be removed from the 2007 Grand List.
