FIRE DEPARTMENT
Board of Fire Commissioners Ordinance
Be it Ordained by the legal voters of the Town of Goshen at a special Town meeting held on September 21, 1964, pursuant to the power granted by Sec. 7-301 of the C.G.S. Rev. 1958, as amended:
Sec. 10-1. Created. A Board of Fire Commissioners is hereby created and established for the Town of Goshen. (9-21-1964)
Sec. 10-2. Organization Of Board. Said Board of Fire Commissioners shall consist of three electors of the Town, who shall be appointed by the Board of Selectmen within fifteen days from the effective date of this ordinance to hold office until the next regular biennial Town election. No more than two of the Fire Commissioners shall be a member of the same political party. (9-21-1964)
Sec. 10-3. Election. At the next regular biennial Town election, and biennially thereafter, said Board of Fire Commissioners shall be elected for a two-year term. No more than two of the Fire Commissioners shall be a member of the same political party, and no elector shall vote for more than two candidates for said board. (9-21-1964)
Sec. 10-4. Vacancy. Any vacancy that may occur in said Board shall be filled by the Board of Selectmen until the next regular biennial Town election. (9-21-1964)
Sec. 10-5. Powers And Duties. Said Board shall have management and control of all property owned by the Town of Goshen for fire protection purposes, and shall purchase supplies and equipment in the name of the Town necessary for the protection of property within the limits of said Town from fire. Sec. 10-6. Agreement With Volunteer Fire Company. Said Board of Fire Commissioners may enter into an agreement with any volunteer fire company or companies within the Town of Goshen or outside therof for the protection of said Town from fire on such conditions as to financial assistance, use of Town equipment, and the observance of such regulations as the said Board may prescribe. Sec. 10-7. Agreement With More Than One Volunteer Fire Company. In the event that the Board of Fire Commissioners wishes an agreement with more than one volunteer fire company located in the Town, said Board may appoint a chief, who shall have overall command of all volunteer fire companies in the Town at any fire or other emergency, and shall see that all of the regulations of the Board of Fire Commissioners are carried out. Sec 10-8. Reports. Said Board of Fire Commissioners shall make a report annually or on the day of to the Board of Finance and to the Board of Selectmen, which report shall contain an accounting of the previous year’s expenditures, a summary of the previous year’s activities, a proposed budget for the ensuing year, and a statement of any long range needs of the Town for fire protection purposes.
