Title 11 - Planning Commission
TITLE 11
PLANNING COMMISSION ORDINANCE

1.      CREATION
        The Town of Goshen adopts the provisions of Chapter 126 of the General Statutes of Connecticut, Revision of 1958, as amended, and a Planning Commission is hereby created and established for the Town of Goshen with all the powers and duties specified in said General Statutes, as amended.

2.      ORGANIZATION OF BOARD
        The Planning Commission shall consist of five (5) members who shall be electors of said Town and shall hold no salaried municipal office. The members of such Commission shall be appointed by the Board of Selectmen, the first such Commission to be appointed as soon as possible by said Board of Selectmen upon this ordinance becoming effective. The first members of the Commission shall be appointed as follows:

                1st member for a term of one (1) year.
                2nd member for a term of two (2) years.
                3rd member for a term of three (3) years.
                4th member for a term of four (4) years.
                5th member for a term of five (5) years.

The member who is appointed for one year shall hold office until November 1, 1968, or until his successor is appointed and qualified and the other members of the Board shall hold office until the first of November of the following years, or until their successors shall be appointed and qualified. The Board of Selectmen shall annually on or before the first of November in each year appoint a member of such Commission for the term of five (5) years, or until his successor shall be duly appointed and qualified. Any vacancy occurring in said Commission shall be filled by the Board of Selectmen as soon as possible after such vacancy occurs.

3.      NO COMPENSATION
        No member of the Planning Commission shall receive any compensation from the Town for his or her services.

4.      EFFECTIVE DATE
        This ordinance shall become effective fifteen days after publication in some newspaper  having a circulation in the Town.               (7-23-1968)

CDAP PLAN
The Town of Goshen adopt the Community Development Action Plan as presented by the Goshen CDAP Agency           (3-14-1972)

AMENDMENT TO PLANNING COMMISSION ORDINANCE (7-23-1968)
Delete from the ordinance creating the Planning Commission the provision for filling vacancies in the Commission.

As per Sec. 8-19a of C.G.S., Revised to 1981: “Vacancies shall be filled by the Commission for the unexpired portion of the term.”              (4-27-1982)




PLANNING COMMISSION ALTERNATES ORDINANCE

1.      CREATION
        There shall be three alternate members of the Planning Commission who shall be electors of the Town and shall hold no salaried municipal office.

2.      ORGANIZATION
        The alternate members of such Commission shall be appointed by the Board of Selectmen, within thirty days of the effective date of this ordinance. The first alternate members of such Commission shall be appointed as follows:

                1st member for a term ending November 1, 1971.
                2nd member for a term ending November 1, 1972.
                3rd member for a term ending November 1, 1973.

Thereafter the Board of Selectmen, before November 1, 1971, and annually on or before the first day of November in each year, shall appoint an alternate member of such Commission for a term of three years, or until his successor shall be duly appointed and qualified.

3.      VACANCY
        Any vacancy occurring among the alternate members of such Commission shall be filled by the Board of Selectmen within thirty days after such vacancy occurs.

4.      NO COMPENSATION
        No alternate member of the Planning Commission shall receive any compensation from the Town for his or her services.            (9-2-1970)

5.      EFFECTIVE DATE OF THIS ORDINANCE:       9-24-1970.



TITLE 11
PLANNING COMMISSION ORDINANCE - 1985

1.      The terms of the members and alternates of the existing Planning Commission shall expire as of the 1985 Annual Town Meeting.

2.      Five members and three alternate members of the Planning Commission shall be elected at the 1985 Annual Town Meeting for a term to end as of the 1987 municipal election.

3.      At the 1987 municipal election three members and one alternate member of the Planning Commission shall be elected to a four-year term, and two members and two alternate members shall be elected to a two-year term, or until their successors are elected. At each succeeding municipal election members and alternate members shall be elected to four-year terms, or until their successors are elected.

4.      Any vacancy occurring among the members or alternate members of such Commission shall be filled by the Board of Selectmen within thirty (30) days after such vacancy occurs, until the next regular municipal election, when the unexpired term, if any, shall be filled by the electors of the Town.

5.      The provisions of the ordinance adopted July 23, 1968 creating the Planning Commission and of the ordinance adopted September 2, 1970 providing for alternate members of the Planning Commission which are inconsistent with this ordinance are hereby repealed.

6.      This ordinance shall take effect 15 days after publication thereof in a newspaper having a circulation in the Town of Goshen.           (8-13-1985)
